This rental unit, including carpets, has been professionally cleaned prior to your move in. If you have any issues with the condition of your unit, please note on your check-in sheet and notify our office as soon as possible.
You will be charged for any service call due to resident negligence.
What does R.U.B.S. stand for?
RUBS is an acronym for Ratio Utility Billing System. When individual meters are not available, the RUBS program allows us to bill a reasonable amount per resident for utility services used.
How is RUBS calculated?
The calculations for all utility services are based on the total bill divided by the total number of residents.
For example, 4 people live in a building. The trash charge for that building is $200. Each person’s share is $50. If 1 person lives in Unit A and 3 people live in Unit B; Unit A is responsible for their share equal to $50. Unit B is responsible for their share, equaling $150. Vacant units’ are paid for by the owner. Any resident who moves in mid-month will have a prorated charge based on the number of days living in the unit. The bill dates for utilities are based on the dates the bills were received. Like other providers, utilities are typically billed for usage in the previous month. Most utility providers bill in a range that may not be consistent with the calendar month.
How much will my portion be?
Due to the nature of residents moving in and out, the usage of each individual, and the costs of the utility specifically, it’s very difficult to calculate an average cost for each resident in a given building.
How will I receive my bill?
Horizon will email all statements to the residents by the 20th of each month. Each resident must keep an active email address on file.
How do I know how much to pay?
Horizon sends out a monthly invoice to the email address on file. Please make sure we have the best email address for you. You will see the charges on your portal by the 20th of each month.
When is my payment due?
Your payment is due with your next month’s rent and can be paid directly on your portal. Charges are posted by the 20th of each month and are to be paid in accordance with the rent on the 1st of the month (unless otherwise stated in the lease).
What if there is an error on my bill?
We do our very best to make sure each bill is carefully calculated. If you notice an error on your statement, please contact your local Horizon office so we can address it as soon as possible.
How is occupancy calculated?
Occupancy is any person residing in the unit regardless of age. If you notice someone’s significant other spending more than three (3) consecutive nights in your neighbor’s unit, please notify Horizon so you don’t have to pay for their utility usage.
Can I see the utility bill?
To ensure the total bill is correctly divided would require Horizon to provide additional information about the residents who live in the building and owners of the building, which we believe would be an evasion of privacy. If you believe the amount you were billed for is inaccurate, please contact your local Horizon office, and we will be happy to help resolve the matter.
Is there a service fee?
A flat fee of $6.16 per month per unit will be charged regardless of the number of utilities being calculated or the total amount being charged.
What does my service fee cover?
The service fee paid by the residents covers the time it takes to email residents the statements, split the bills evenly amongst the residents, accurately calculate the occupancy each month, and audit the utility consumption to ensure the bill’s accuracy.
What if my toilet/sink/shower/pipe is leaking? Will that increase my bill?
If you have any water issues, call your local Horizon office immediately. Resolving these issues in a timely manner will help residents save money on their utilities. Please notify Horizon of any maintenance issues within your unit and building immediately. Not doing so may result in further issues with the unit, higher utility bills than necessary for the residents, and possible additional charges to the resident for the repair.
